We stayed @ Twin Creek RV Resort a month ago for 5 days and really enjoyed it. It is rather small park a couple miles outside of downtown Gatlinburg. They are closed December through March - which might answer why their website is down. Trolley access and big grocery store right across the street.
I also feel the park camping just can't be beat. Elkmont has been my favorite camping spot since I was a child. Make sure you get a site along the water. You'll be lulled to sleep by the sound of water cascading over the rocks. If you want electric, I can recommend Twin Creek as well. We travel to Gatlinburg often and this one is really well located near the park and also all the other attractions. If you want to go when the others are closed, my parents stayed at RiverEdge on the south edge of Pigeon Forge. It didn't look like my type of place, but it had really nice amenities and my parents liked the staff quite a lot.

The majority of campgrounds are in the Pigeon Forge area. There is a great trolly (bus) system to move you to all areas. I prefer Pigeon Forge. I like Clabough Campground
