Is that weight being quoted with or without the hitch head of a weight distribution hitch attached?
Our 2013 25FB International Serenity had a literature tongue weight of 833 pounds. Sitting on the selling dealership lot with full propane and fresh water tanks and the Hensley Arrow hitch head attached (also street side and rear awnings that were dealer installed and a 155 watt solar panel on the roof) the tongue weight was 1,150 pounds. Only after moving all of my tools to the rear of the coach was I able to get the fully loaded (for us at 6,900 pounds) tongue weight down to 1,175 pounds.
My weights for the 25FB were also with my Sherline scale.
I later acquired two sets of four wheel weight scales.
I found that the literature tongue weight of 720 pounds for our 23D after extensive modifications weighs and fully loaded for camping about 6,063 pounds camping ready with the same Hensley Arrow hitch head had grown to 928 pounds.
