That's not the only one there is, however.

I think it's close to Bremerton, WA. I believe there is a sub base there. I know there is also one at Charleston, SC, but that picture is not of that area, and from your other posts?

You've got the area correct. What is the name of the bridge and for bonus points the name of the Navy Base?

I found a more detailed picture. The "foam" looks like some sort of weather protection.

The base is in Groton, CT. However its name is Naval Submarine Base New London. However that is slightly over 3000 miles driving distance from where the picture is taken.
The bridge is named for something that in turn is named for a Royal Navy captain.

Pretty soon, someone from the local area will stumble on this and the jig will be up.

By the way, the submarine is not the only floating thing in the picture.

The naval station is now called Naval Base Kitsap, and was formed by merging the former Naval Station Bremerton with Naval Submarine Base Bangor.
And, I think in the picture is the Hood Canal Floating bridge.

Where is this?
Obviously it is a body of water, and it is in the West. But, what body of water is it, and where specifically on this body of water is this. This should be a really easy one.

That is all correct. Here is a interesting bit of history about the Hood Canal Floating (most of the time) Bridge .

Another sub base is in St. Mary's, Ga. NS Kings Bay. So far I haven't gotten close enough to even see a sub much less take a photo. Very nice campgrounds though.

You are correct, it is Lake Powell, but in a different area. However, the next hint is we were going to see some artifacts.

No, but from the picture you can see we were in kayaks, so that should give you another clue.
