Sealing an exterior panel

I am restoring my '78 Sovereign and while i an waiting on parts and the welder, I am checking for leaks an resealing. Here is a shot of the outside of where I am experiencing leaks. Should it be replaced? Should I remove and reseal or can I just reseal around it while it is in place?
