Newbie with a used + neglected 75 sovereign with all kinds of problems

Here's a picture of the common problems with the exterior...

I'm pretty sure the stain-lookin' thing is corroded aluminum, then there's dried paint stuck on there, and then we've got tons of hailstone dents all over the thing.
Not pictured: massiver dents, like gashes, the occasional hole, a terrible caulking job, and maybe one or three leaks.
I beg of y'all, what do I do here?
