Do I Replace The Bracket ?

Half way through this year's Spring road trip ( 8000miles) I did my detailed inspection and found the attached.The picture is the roadside front lower panel. The rivets that hold the protector hold back bracket had broken free. The bracket was still attached to the protector panel. The curbside panel was in worse shape. The bracket had torn away from the panel and a hole approx. 1/2" X 1/2" was left in the panel. I removed the brackets and covered the damage with duct tape.
I have fabricated two patches 4"X4" from .040 Alclad. Plan is to rivet these over the damaged section of the panels. I am undecided as to whether I should re-attach the hold back brackets to the patched panel and then attach the protector.
I have inspected the bracket on both edges of the protector panel and there is no evidence of fatigue in either the bracket or the panel.
I don't want to attach the protector panel to this centre bracket only to have a reoccurrence of the same problem.
The RV is a 2004 25' Safari, purchased new and has just over 100,000 miles on her.
Anyone out there run into a similar issue. Your thoughts on replacement of the bracket. Apologies. For reasons I can not explain the pics posted upside down.

I would look for other rivet problems along the banana wrap etc.. But it could be just a case of the installer not getting the rivets good and tight.
You might try attaching a patch on the damaged area, made of a heavier material. Then re attach the bracket for the rock guard,

I think I would want an explanation of WHAT caused the failure before I would just patch it. There was movement at the rivet holes. Was there supposed to be a second bracket at the bottom of the panel, seams odd to just have one with that large a panel and it mounted off center.

Ours have a upper and lower bracket. The upper one has a 1/4 x 20 bolt that protrudes through the panel and is held down with a screw. The lower one is a quarter turn philips head screw that just locks in. No signs of any movement in our travels.

Looks like another JC or "stealer" screw up.

I was gonna say-
You got bigger fish to fry-
First, roll your trailer over. It's upside down! Then, replace the bracket...
