Hey Don,
I just came across your old thread and had to tell you about my trials with the CA DMV...
Took the A/S to DMV to get a new title (pink slip), the PO lost the title and had not registered the trailer since 1991.
Showed the Inspector...

the trailer with original plate........................................I.D. plate (untouched)...............................THE ORIGINAL registration card from 1964
Mr. Inspector says"everything looks good, but you can't keep the plate", I ask " why ", he replies "don't know, you'll have talk to Sacramento". Back inside a kind soul ( the only one that works at DMV) puts a note on new title application that I want to retain the original, sends paperwork to Sacramento.
A month later, a letter from Sac. DMV, " can not verify that plate came with trailer, surrender plate and we will issue a NEW plate".
Back to the local DMV, got the "clerk from HELL", after a heated discussion, I went home to write to Sac. DMV,
Another month later , another letter," will not issue a new title untill you surrender old plate".
Back to the local DMV, got the " kind soul clerk ", he wrote a lengthy letter explaining the situation, sent it to Sac.
Two weeks later the new Title arrives with a new licence plate number on it, the next day a NEW plate arrives.
Damn it, I'm not giving up. My sister ( a bureaucrat with the Police Dept. ) writes a LONG letter in bureaucrat-ese. I send it along with six 8x10 color glossy photographs with a paragraph and a half explanation on the back ( the 3 from above + 3 more ).
Seven days later I recieve a new title, with the ORIGINAL licence plate numbers on it, and to take the new plate and give it back to the local DMV.
HOORAY, I WON !
