Reading over the information if you already painted over the paste, your not going to wash anything off with any kind of removers. The rough areas could be power sanded down as much as possible,then skimed over, possibly with some kind of patching products. Drywall compound,Bondo, etc.Then resanded,primed painted, then finished painted. Just a thought on how to fix rough spots.
