IIRC Oregon and Hawaii are the only states that allow legal camping along certain sections of ocean beaches, where there may be certain restrictions, rules and regulations when camping.
Normally there's no camping on any private beaches.
Drifting sand, especially along ocean beaches, is a problem. Day to day drifting sand potentially changes from hard and flat to heavy sand where vehicles become stuck.
There are National Parks along ocean and other types of waters for RV's, but normally there's no camping actually on the beach itself.
There are some areas in National forests with lakes and streams that allow disperse camping. Disperse camping is usually limited to two weeks, have rules for latrines and waste water, near lakes streams and aquifers.
Possibly some states allow beach camping on their DNR sites. These days when next to water there are many more rules and regulations when compared to the past.
Next to some bodies of water where I've camped (some in camp grounds) there potentially are state, federal and/or Native American rules and regulations.

The wife and I just returned from 5 days at the Silver Slipper casino campground in Waveland Ms. While we were there there was a class c moho that was boondocking along south beach road. There are plenty of parking spots along the road that can accommodate an airstream. You wouldn't be on the beach but only have a two lane road with a 25mph speed limit separating you from it. Have camped the gulf pretty extensively and the silver slipper casino campground is my favorite. They have no amenities other than water, sewer and electric. There are no bath houses, playgrounds, or campstore, but the view is awesome. If you reserve in their 2nd phase the rate is only 25 a day.

Ypu can dry camp directly on the beach at Padre Island National Seashore, and for free.
There is a dump station and water fill nearby, too.

There are places along the Pacific Coast where you can reserve a camp site close to the beach, but not usually on the ocean beach itself that's continually changing with the weather and tides.
Oregon allows dry camping directly on the Pacific Ocean beach within certain areas.
Oregon:
Overnight camping is allowed on sections of the Oregon Coast, not adjacent to Oregon State Parks, not within the city limits of Cannon Beach, Lincoln City, Seaside, Newport, Bandon, Gold Beach, Rockaway Beach and Manzanita. This includes overnight sleeping in tents, driftwood shelters, sleeping bags, recreational vehicles, trailers, or automobiles, nor where there are signs posted prohibiting camping. The places where one can camp on the beach tend to be remote , far from the road and not accessible by automobile. If you choose to make camp on the beach, be prepared to break camp on request and always practice beach safety.
If your hiking you can find places to camp along or next to various beaches. AS far as driving and parking a vehicle on a beach in a non designated campground it may prove to be difficult or impossible to find.
Perhaps there are local jurisdictions where vehicle camping is allowed directly on a beach without designated campsites. Correct me if I'm wrong, I don't believe vehicle beach camping is allowed within National parks unless from designated campsites or you're hiking and tent camping.
National Forests you can disperse camp in various types of environments if you follow the disperse camping rules. I've disperse camped in a single camp I would create, with and without a RV, for up to two weeks at a time. Your suppose to leave a camp site the same or better than when first arrived. I normally pack out my own and any garbage left behind from previous campers.

Perhaps Padre Island National Seashore and other National Parks there are exceptions.
Normally when inside a National Park one can't choose where to vehicle camp. All the vehicle camp areas I've come across are normally pre-designated.

At Padre Island NS, you can just pull out onto the beach, and set up camp.
It is beautiful, and an amazing experience for people like us in the Midwest.
I believe there is 17 miles of beach there, and you can camp on any of it.

Another vote for the Silver Slipper Casino. We bought our Airstream from Ron at at Foley's in Gulf Port, Mississippi and the Silver Slipper was the first place we camped. Park in the newer section if you have a front living set up. The views of the gulf are awesome. We were there in early April and the campground was almost empty.

On my first cross country trip, I left S Padre and happened upon a little place called Port Lavaca, TX. At the time I did not have a generator and my water pump had failed, so I stayed at a little campground nearby. There were several folks setup 20' from the gulf shore. I can't wait to get back and dry camp there!

Adding to this thread a few year since the last post. I'm always looking to camp near water.
WESTERN NEVADA - You can park/camp right on the beach at Pyramid Lake, NV on the Paiute Reservation. It is managed by the tribe, and permits can be purchased online or at the Marina. There are a number of beaches to choose from, and some allow fireworks (available for purchase at marina), which is a lot of fun!

Dawn on the upper Texas coast, Gulf of Mexico beach accessed via Sea Rim State Park (I once won an Air Forums monthly photo contest with this shot, but I forget what the theme was). Because the Texas coast curves sharply in that area due to the Sabine-Neches delta, the sun doesn't rise directly over the water:
Lakefront shores can be nice, too. Sunset over Steinhagen in east Texas (from the USACOE campground - but I backed up too close to the water to use the hook-ups... we like to set up our back doors as a picture window of sorts):

Pismo Beach, CA going strong. There is a developed campground on a headland (currently closed for renovations) and boon docking on the beach.

but my Marine Corps son took us to another that was pure boondocking right in/on the sand. This latter was close to the new (as of 2012) IMEF HQ. Blowing sand could be an issue at this one!

I remember camping as a lad on the beach at Jalama Beach, out on Point Conception. Very windy, but I was a surf-sailing windsurfer at the time, so I was in heaven! Saw the biggest tarantula of my life out there, very creepy.

Jalama is not boondocking at $50 a night but you can park in the sand if you can reserve one of beachfront sites.
