AEP has 30,000 acres of recreation land and they allow camping in designated areas that have toilets and water available. It's down around Cumberland and they have many different areas that allow camping.
You do have to get a free lifetime permit before you can use it.

I thought so too, but I didn't find it. Some Canadian friends decided to hang out in the area in the time between The Wilds Rally and the Sugar Creek Rally. They chatted up some locals and found out about it. They stayed in 4 or 5 different camping areas during that week.
They just passed the information on to me and I thought others might be able to benefit from it too.
