sticky black tape between interior skin & frame?

can anyone tell me what the black sticky tape is used as a buffer between the interior skin and the frame supports it seems to be like a felt tape that has been soaked in tar, i have looked everywhere for information but found nothing can i get something similar to this or what do people use when reattaching the interior skin to the frame?

I suspect it was used as a thermal break and to help temporarily tack panels in place. I have no clue what it is, however I would think any equal sized double stick tape would work. 3M makes a variety of them. My 1975 doesn't have anything like that on it.
