Is this tool self-centering? Is that what makes it so good for drilling rivets?

With all due respect to my rivet elders, I sure as hell see an advantage to this tool for me! I find it tedious and difficult to center-punch even a few dozen rivets with the necessary precision.

A similar tool is available, by the way, from Aircraft Spruce (www.aircraftspruce.com). It's their P/N TP-276 at $43.70 and comes with four different bits - #40, 30, 21 & 10. The #30 replacement bits are $2.20 each.
