Is there an aircraft sheetmetal tool that is proper for this?
How many rivets is a new cutting bit good for?

You don't need a shaver for 30 olympics.
Snip the pin, dress down the remainder with a Dremel tool.
Shavers at this point have just gone up in price, again.
A good shaver is good for at least 100,000 rivets.
I have used mine for over 35 years, with the same original cutter.
Renting them would be difficult, at best.
Then there is always the risk of someone misusing it and damaging the cutter.
Certainly a healthy deposit could cover that, but who is to say it was damaged?
The cutters alone are way over $100.00 each.
