Light Switches just inside door

Our '74 31' Sovereign has two switches just inside the door. I assume one operates the outside light over the door. It is missing a receptacle and bulb but the wiring is there and with a volt meter neither switch seems to provide power to this light. I may have blown fuse if I can find it. If you know where this fuse is located please let me know. Another question is what does the second switch control? The scare light has its own switch and it operates fine.

On ours, the other one operates the lamp over the sink.

The other one is a three way switch with the light over the kitchen sink. The other switch on this circuit is on the side of the light over the sink.
