To answer your question in short: no. I (personally) never experienced problems so long as I was not using an extension cord; which was the original point of the thread: to find out what people though was too low of voltage. Long story short, to say that one doesn't have issues with a 20A outlet doesn't give enough info. I now have a voltage gauge and check that often.
If I really have 20A at 115V and it can maintain that after A/C start, then I don't have problems (without extension cord). However in real use in camping over the last ~9 years, getting even 30A at 115V strong enough to run A/C when everyone else at the park is running their A/C too is tough. I've never found strong 20A except at my own house and then I don't give a #&$% about running the A/C.
Back in 2009, I bought a simple analog voltage gauge that plugs in to an outlet in the Airstream. If it's low, I don't turn the A/C on. If it seems OK and I turn the A/C on then I go check the gauge to make sure it stays OK. If the A/C has been running for a long time without cycling off, I check the gauge.
So far so good.
