Exterior pilot lamp

On my '77 I have a small exterior indicator lamp above the water heater. It's wired through to a junction box on the inside. There are two sets of wires in the box, all connected together. The lamp is wired between the neutral and the ground. (White wires, and bare copper wires). I searched the forums in here and online. Any thoughts?

It is a built in polarity checker. If the shore power's polarity is reversed when you plug in, the light will glow red.

That makes sense. That there were or are that many people doing electrical work without the most basic skills, is a bit scary . I do know that there are issues with open neutrals among other things at campsites. Searching for an answer I found a post in a electrical techs forum where they had significant voltage between neutrals and ground at a army corps of engineers of all places. (the problem was at many hookups to)
