The only way I can think that the use of the blow dryer would cause the 12v to go down is if a 120 wire burned and as a secondary effect burned a 12v wire that was very close or touching.
This would not be a typical occurrence but possible.
120 wires seldom burn in the middle of a run, usually this happens in the jct box .

If the circuit for the blow drier is the same as the one for the converter, then the 12 volts will be out if your battery is low. Check the large fuse from the battery. There may me one on the negative side.
