Well, assuming that your measurements are correct, the answer is fairly simple - all of your breakers are defective / broken. A breaker is a pretty simple beast, either the circuit is open or it's closed. If the circuit is closed, you get the same voltage on both sides of the breaker. The circuit should close when you fully cycle the switch arm (all the way off to all the way on).
If the breakers all trip when you try to reset them, you have a bunch of shorts in your wiring.
A better guess is that maybe the measurements aren't quite right:
1) Power should come into the top of the main breaker (when closed)
2) Power should come out of the back of the main breaker to the bus bar in the panel
3) Power should go from the bus bar in the panel to the back of each breaker
4) Power should come out of the screw down lug on each breaker (when closed)
Reference for all of this is the neutral bar in the panel. Neutral should read zero volts relative to ground. All "power" leads should be about 120V to neutral.
One note - at least on my trailer, the
12V breakers are the ones with the green lights associated with them. The 120V breakers look just like the ones in my basement at home ....
