Sealing bumper on 1994 34 footer

I have a 1999 Excella 34 footer rear queen that has shown some water leaks into the back compartment. I highly suspect it is coming in from the bumper area. My question is do you have to remove the plastic or fiberglass shroud on top of the bumper to get to the part that needs to be sealed. And if so, how and how much of it do you need to remove. I have the belt line pulled back but do not know what is under the shroud.

I would pull that whole bumper off. I expect there are bolts on the bottom but I have not worked on one of this year. You really need to fix this or you will have a lot more to deal with soon. This area has always been a problem area on Airstreams.
