Reenforcing Wheel Wells

Hi All -
'74 - 31ft Excella... The outer skin around the wheel wells is loose, wet and in need of some help. I have gutted the interior, removed the beige wheel wells and found the insulation therein soaked. So yes, re-caulking windows, seams, roof... etc. But there is a real problem around the wheel wells. The outer skin seems to be floating free in the breeze, not connected to anything remotely resembling frame members around the well.

Is there a frame member across the top edge of the wheel well? Or is the outer skin supposed to be attached directly to the black inner, plastic wheel well? Has anyone added an additional cross member there?

Open to any and all recommendations!

The outer skin should be pop riveted directly to the black plastic wheel well. There isn't a frame member across the upper edge of the wheel well skin.
