Internal frame rust

I have found one thread where there is mention of spraying inside the frame, but what about removing the scaled rust before?

Assuming it is a continual box frame, is there any sort of metal brush that fits in the rectangular space perfectly and can be pulled through while operating a shop vac on one end in order to remove loose rust before spraying the inside via a hose?
