Frame rust & suggested repair

Hello all -

I am a total newbie to this community and would love some input on my new project. I recently acquired a 64 Safari total redo & need to start with the frame (I think?) It clearly shows signs of rust at the tail end with the PO placing new plywood flooring to possibly conceal the rusting. The belly is in decent shape so pealing it off seems a waste....but I plan to use this bad boy & need a solid start. Should I pull up some plywood or take the belly of in getting started on this. I am able to scrape, seal and paint but am not a welder. I just want to avoid undoing something that is unnecessary.
