I have a 23' Safari. When I started to install scissor jack I discovered the frame had rusted so bad that I could not install the jacks. How can I repair/replace the entire under frame?
You really need to remove the bottom skins and see how extensive the damage is. Usually the rear end of these trailers rots off from leaks at the rear of the trailer. Spend some time over at the floor and frame forum here and post some photos once you get things opened up.

To replace the entire frame, you will need to remove the shell (can of worms, see forum).
If your frame is in that bad of shape you probably have leaks that caused it, since it is enclosed by skins underneath. One bad thing seems to lead to an other, such as axles, sub-floor, plumbing, leak repair, etc, etc. You can rebuild the whole coach before you finish.
