Floor to frame bolt holes

I just pulled off the shell on my 64 Safari and getting ready to put on a new floor. I noticed the original frame bolt holes are oversize. Are folks reusing these holes or drilling new ones?
Here is the system I was using: pilot drilling (1/8" bit) the new plywood from underneath through the center of each original hole. Then using a forstner bit from the top to counter sink the elevator bolt heads, finally finish drilling with a 1/4" bit. I messed up that piece of plywood, so I'm starting over. I'm wondering if I'm over thinking this one and should just drill new holes from the top. Thoughts?

I can't even remember which method I used.
As soon as you place the sheets on the frame and try a few you'll discover which is easier. Its an awful lot of crawling around on your back if you try to reuse the original holes.
