Does a 3" cross pipe belong in back frame?

I pulled the bumper to sand and paint on my 89 excella 32' and noticed a 3" hole on each side of the frame about a foot from the bumper. Did this model come with a pipe brace across the frame?

My 66 nor my 86 have any 3" diameter frame supports at the back. I'm sure the designers put the holes there for some reason. It does make it easier for mice to get into your trailer! We'll see what other say.
