Bottom Rust

PROBLEM: RUST ON THE FRAME--ONLY SOLUTION ? SAND BLAST? AND PAINT? TRAILER IS LOCATED IN SOUTH TEXAS--- ME NORTH AZ NEAR COTTONWOOD. WHAT TO DO??? TOM
