22' 2003 floor replacement

The 22' trailer's have no belly pan, and a black membrane below the OSB.
If one were to contemplate a complete floor replacement would it be best to remove the black liner that retains moisture, but protects the underside of the plywood?
How about talking me thru a complete floor replacement on this trailer the way you would do it!
Be prepared for others to answer with different opinions and to question your methods.

Tell me every step you would do.
