Looking for bare metal, pretty much found it

Hi everybody, I'm looking to become a first-time buyer: Is it worth it to get an inspection? The frame and shell are all I'm after, but the frame has known rust. Owner tells me it's minor, had to be gutted due to water. And is anybody south of Dothan Al who would want to take the time on my behalf? Last question: Does anyone have experience with starting from bare metal with any advice to give me?
