Incomplete Coach? (CA DMV)

Hi all,

So, I bought an Airstream about a month ago and since it came from out of the state of California I had to bring it into the DMV. The lady who verified the VIN had obviously no clue, which could have worked in my favor, but she asked help from someone. He peeked inside, saw a gutted trailer and told me that registration cannot be completed since it is an incomplete coach. I asked him if that means that I do not pay anything until the trailer is completed. No, he replied, you have to pay registration fees, otherwise you will have to pay fines later on.
So: I do pay fees to the DMV even while it is incomplete? Does this make any sense?
The other issue is that I only received the title a few days ago. I am now past the 20 days CA gives you to register the trailer. Does this mean I have to pay already a fine?
I am actually not going to use it anytime soon, but I am worried about having to deal with all this in a few years, when it will be really a nightmare and very expensive.

I am a little confused by his response as well.
Regardeless of if there is anything in the shell or not it is complete.
Does it have a license plate from another state?

I did not have that problem when I registered the Liner and it was a shell. Go to another DMV office or if you are a AAA member, try one of their offices.
