changing axle

I have a 1959 Sovereign of the Road, I want to raise it up since it sits to low, it has the drop axle with leaf springs. I found two options to do this, one is to move the axle from the top of the leaf spring to the bottom, this would mean the need for new brackets and welding and trying to find new shocks that are longer. the second is to replace the drop axle with a strait axle. This trailer is what is called a barn find, all there and all in great shape. so would like to keep as close to original as possible, but want to use it not just look at it.
Looking for advice on how this would change value and what makes it the best way to make it usable.
