No power to 12v outlets on Dash

We have no power to the two 12v outlets on the lower part of the dash - this motorhome is new to us (1996 Cutter Bus 30ft) and we have only had it for about 3 months. We went to plug in a charger for our cell phones (and then tested it with other thngs like our GPS, etc) and found that both outlets are dead.

It appears all other outlets in the MH are fine. We can't find where the fuses might be for these two outlets. There is an electrical distribution box in the engine compartment which we haven't been able to check as we can't get the cover off (it appears there's some kind of catch underneath but we can't get it open).

So, this is two questions...where is the fuse for these two outlets, and how do we get that electrical distribution box open in the engine compartment?

By the way, we already checked all the fuses inside just behind the drivers seat and under the dash and all appear fine.

Sometimes these outlets only work when the ignition is on or the engine is running. jim

Thanks Jim...but we were trying to use the outlets with the engine running - no luck.

The 110v distribution on our 98 Cutter travels up the left side of the RV
around the front then down the right side to the outlet near the door.
Our problem was the GFI in the bathroom acts like a circuit breaker. When
it opens there is no voltage up front, the kitchen is on a separate circuit.

The circuit is in series through the bathroom GFI, after replacing two
GFIs I installed a outlet box under the bathroom floor in paralell, so that the GFI only protected the bathroom outlet.
