Ford fuse panel

My 1995 Cutter bus horn and fuel gauge are not working. I'm hoping it's a fuse. Here is a picture of the engine compartment fuse panel. Can anyone tell me which fuse powers what?

Should be a diagram inside the fuse box cover. Also might be another fuse panel under the dash. Sal.

Fords have a second fuse panel inside, usually near the driver's feet. That one should have a fuse for the instrument cluster, though it any of the gauges work, I doubt it's a fuse.

Highly unlikely that the horn and fuel gauge would be on the same fuse.
Test the horn wire at the horn. Chances are it has poor contact. The fuel gauge may have the same problem. Check and clean all connectors.
