block heater

I'm sure I missed it in the manual, but do you have to do anything other than plugging in the cord hanging behind the radiator to get it to work?

It is No more than a heater and plugging it in is all that is required.
You should be able to feel warmth if you wer to put your hand near it while it is plugged in.

What to do? What to do?

Well for starters you should make sure there's power to where you plug the cord into. I'm not sure in what you're block plug is installed in, but up here we have them in most all vehicles & use them just to make sure the vehicle will start if it gets cold . Sometimes, well most of the time if it's cold & we plug them in you can hear the heaters start to warm up.
