paint bubbles around storage cabinet door catch

I have a 2002 26' land yacht motorhome with what looks like rust bubbles under the paint around the upper catch that holds the lower storage cabinte door open. It has happened on all catches. I believe the side of the motor home where the catch is installed is fiberglass. Has anyone had this problem? Is it just a problem with the paint and/or clear coat?

Sounds to me like gel coat bubbles. Usually because of moisture getting between the base fiberglass and the gel coat top coat. Pretty common problem.
