I have had a long string of very small cars like a Crosley, 3 VWs, Austin Healy Sprit and BMW Z3. So small is fine with me, don't feel a need to compensate for anything.

For the bungee just attach to the seat base or track, through the steering wheel and back to the base. It just adds some resistance so the doesn't overturn and oscillate when you hit the uneven road surface.
For the lights I just used the towing eye bolts from my two smarts and mounted a couple of trailer lights I had lying around. I mounted a 4 conductor cable under the car with a plug on each end. I plug the tail lights into the cable at the rear and the tow bar able into the front. Sorry I'm not at home so no pictures.
