Hey,
Are you referring to your rear duals or the tag axle. If it's the tag, that's like a trailors Axle. They only will be locked when you put on the brakes, provided there wired . You'll see the 2 wires coming out of the backplate. Should be hooked to wires going to it from chassis. Now if you mean your duals the drives are spinning on the jack stands, that's a little strange. If your in park. Wheels will move a little ,back and forth maybe ane inch or two. But the driveline should be locked from the trans back. Is yours a diesel. If so, does it have an air buttom e brake. It'll be yellow or red. Pull to set brakes. If you got a gas engine, you should be locked when you put it in park. Is your 370 a ford 460 or 454 chevy. Either way the trans in park sets the driveline to a locked position. Put it in park, on concrete, on a Little hill. Let off the brake, if she rolls forward ,and keeps rolling, the parking lock in the trans is broken, or your linkage to the shift lever may be a tiny bit out of adjustment. It could be that simple your right in between park and reverse. Hope this helps
