250 parking brake failure

I took our 250 MH into the garage today to have the annual safety test (called an MOT in England). They stuck her up on a 20 ton ramp. I got lots of photos and will post them in due course. This test is compulsory pass to be able to drive in the UK.

Surprise, surprise - Cosmo failed! The good news is that it could have been much worse. Everything is straightforward to fix apart from the parking brake failure. Apparently, the parking brake has very little traction when applied (despite feeling like it had pressure when I push the pedal), and less than half the braking power of what is required to pass. I got the impression that it was more on the right rear brakes than left. I was wondering whether this might just be an manual adjustment or whether it might be something more complex e.g. electrical? I have ten days to fix the problem otherwise I need to do an entire re-test. I'd be very grateful on your views on resolving this. Specifically, any pointers on the process I shouldwork through in checking this out.

Is the parking brake cable or hydraulically activated? If it is cable, the cable to one side may be binding or rusted inside the cable. If that happens, you would only have parking brake on one side, resulting in half the parking brake being applied.

Do you have the ability to lift both rear wheels off the ground at the same time? If so, chock the front wheels, rotate both rear wheels, then apply the parking brake slowly. The one that still moves with the brake applied likely has a sticking cable. They are usually repaired by replacing them, as you will never get it completely freed up again.
