Yes, I think you do have to work this out in advance with WBCCI so the parking crew can be aware of the situation.
One way to meet in advance is to identify a nearby campground that everyone can stay at the night before. That gives you time to meet/greet and organize your group and drive in together. You could simply try this without contacting WBCCI but giving them a heads-up would definitely help.
If a campground doesn't work out, maybe you can identify a shopping center or something else in the area that would have a large parking lot to meet the morning you plan to drive in to the rally. The campground idea definitely gives you more flexibility with people arriving at different times and from different areas.
Danielle and I plan to attend the 2016 rally in West Virginia. At a minimum, we want to demonstrate that rallies in the east are viable as far as attendance. Yes, the rallies out west are interesting for a variety of reasons but there are lots of members on the eastern side of the country and plenty of interesting things to do and see in the Eastern time zone.
