In my experience, it depends more on the campground chosen than the number of rigs expected. Some (it seems larger comercial chain camgrounds) will only guarantee that a group is parked together IF all reservations are made at the same time - - I was involved in at least two instances where this was the case. In the case of one Rally that I have attended, the campground parked us together even though our reservations were made individually so long as the reservation was marked "Airstream Group" - - that particular campground encouraged mail-in reservations. It seems that the process is one that is more campground dependent than numbers dependent - - which means that the organizer needs to be clear on which method is necessary in order to assure that the group can park together and then make the required arrangements and advise potential attendees of the procedures to follow for that event.
A few of the more memorable Rallys that I have attended were held at places other than commercial campgrounds. Of the two that immediately come to mind were held at vastly different kinds of locations. One was held at a county fairgrounds with full hookups, and our group had the entire camping area to ourselves and the organizers had rented a building to hold a number of our activities in as well. The second was a Rally held at a private campground owned by a Fraternal Organization - - we had water and 30 AMP electric with a dump station on-site - - in addition the organizers had rented the meeting hall for use during activities - - this included a kitchen where meals and potlucks were shared - - again, we had the entire campground to ourselves in a somewhat remote rural location.
