1. Pins and Needles
Placement will be announced early July. We appreciate your patience and know you are all sitting on pins and needles waiting for our email.
We received well over one thousand Placement Questionnaires this year! We know that each one represents the inspiration and promise of what is to come at Burning Man this year. Your efforts and excitement are commendable! We put as much care into reviewing each questionnaire as we know you put into writing them and fulfilling the visions you describe. Each placers does their very best to find spots for as many theme camps as they can. It’s going to be an amazing year of vibrant interactivity.
For those of you who are not granted Placement, please bring your great ideas and inspiration and try again next year.
The information in this newsletter is relevant to everyone, not just placed camps, so please keep the information in mind as you plan your time at Burning Man

2. HEALTH DEPARTMENT PERMITS & DEADLINES
In order to fight the threat of food-borne illness on the playa, the Nevada State Health Division (NSHD) has requirements for camps preparing food including the need of a health permit and an inspection. You must apply for and be permitted as a Temporary Food Establishment by the NSHD if:
* You will be cooking or serving food to large groups of more than 125* FELLOW CAMPERS of your theme camp on a consistent basis.
(If you have a communal kitchen shared by 125 or more campers, but meals are prepared individually, or in smaller quantities than for 125 persons, a permit is not required, however we highly recommend you research and review safe food handling practices, starting with the Nevada Division of Health information).
* You wish to share, cook or serve food or non-alcoholic beverages to the general Burning Man population (gifting food).
Here are the permit procedures and deadlines:
If you have already applied for a permit, you should be receiving instructions in the mail soon.
If you are planning to make and give away food or drinks to the public on the playa including fresh squeezed juice, coffee with dairy, or even snow cones, you need a permit. Here's the scoop from Cindy Ulch, Supervisor with the Nevada State Health Divisions Public Health and Clinical Services Environmental Health Program:

Look for the flame icon at the bottom of the website for this application and other food safety information and guidelines regarding Burning Man.
DEADLINES:
Via Mail: We must have sufficient time to be able to process the application and send back a letter of confirmation. So they need to be received at Ellen Kunz's office in Winnemucca no later than one week before the event - FRIDAY AUGUST 16th.
Don't wait until the last minute. It would be a shame to have to cancel your plans, or even risk being closed at the event. That mailing address is NSHD - PHCS 475 West Haskell Street Suite 38, Winnemucca, NV 89445.

On the application, the event coordinator is "Burning Man". Leave the location blank, unless you know what street and intersection you be at during the event. After mailing the application and $50 USD payment, all anyone needs to do is come and pick up their permit at Playa Info in Center Camp during the following days and hours:
Sunday August 25th through Saturday August 31st, 1:00 PM to 2:30 PM
We do this so that we can get an accurate camp location from which to do inspections. WE are NOT issuing new permits at Playa Info.
IMPORTANT: A NUMBER OF CAMPS LAST YEAR DID NOT COMPLETE THE PERMIT PROCESS BY PICKING UP THEIR PERMIT AT PLAYA INFO AND RECEIVING THEIR INSPECTION. NOT COMPLETING THE PROCESS IS THE SAME AS NOT BEING PERMITTED. DON'T BE SHUT DOWN. YOU MUST PICK UP YOUR PERMIT AND BE INSPECTED TO BE IN COMPLIANCE.

3. STAND-UP LNT and GREEN CAMPS - WIN FREE TICKETS
Got LNT? Got Green? Does your camp shine when it comes to ways to leave no trace and reduce your carbon footprint at Burning Man? Are you doing something interesting with renewable energy, reuse, recycling, education, conservation or resource sharing on the playa? Then you may be a candidate for Free Tickets to Burning Man 2014!
Each year Burning Man's Earth Guardians hold a Model LNT Camp Contest to recognize and reward the best and most successful examples of LNT and green practices.
You can nominate your camp by filling out a nomination at the online application form which will then be electronically sent to Earth Guardians. If you are chosen one of the winners, your camp will receive two tickets to Burning Man 2014! The only requirement is that you be a registered theme camp or village and subscribe to leave no trace and earth-friendly practices. Our Earth Guardians Model LNT Camp team will visit your camp during the event to take a tour and discuss your methods, ideas, innovations and community outreach toward LNT/green practices. You could even be chosen to represent Model LNT camps on the official Burning Man map!
Past winners have included AEZ, Carbon Dioxide, Nectar Village and Pandora’s Lounge & Fixit Shop. Information on last year's contest can be found in the Earth Guardian section of the Burning Man Afterburn report.

4. IN THE TRENCHES
As our city has grown to incorporate power and fuel distribution, trenching the delivery lines of these resources is common place. Great. Except when the trenching is made across roads. Our temporary roads never seem to recover very well during the event, when trenching across them is followed by a week's worth of foot, bicycle, and mutant vehicle traffic.
Trenching/Digging Conditions (instructions to outside service providers)
Provider shall strive to minimize its impact on the playa and shall restore the playa to its original condition at the conclusion of its operations. Provider shall use good judgment to minimize playa disturbance by limiting digging and trenching to main power distribution lines running from the power source to key power distribution points, and situations where a safety hazard will be created by leaving wires exposed.
The primary intention for trenching is the burial of electrical cables. No trenching for other purposes may be completed without prior approval from the DPW Heavy Equipment Manager.
Maximum depth for trenches is not to exceed six inches without prior approval from the DPW Heavy Equipment Manager.
No trenching may be done across city streets without prior approval from the DPW Heavy Equipment Manager.
Power lines must be placed immediately upon completion of trenching operations, and trenches must be appropriately backfilled and compacted. No trench may remain open overnight or for an extended duration regardless of circumstance.
Special care should be taken to avoid the introduction of foreign matter into open trenches during both installation and removal of cables.
Once cables have been removed, Provider shall follow all Leave No Trace practices which include the restoration of disturbed surfaces to their original state. Provider shall fill and compact all trenches to a surface level with the surrounding area.

5. BARS ON THE PLAYA
Local law enforcement would like to see us continue to address the potential issue of underage drinking at our event. Though we, the organization, are not offering alcohol to anyone and are not responsible for bars at Burning Man, there are possible consequences for camps with bars and us if we do not address this concern. Please read the following to make sure you are fully informed.
We do not believe that there are any rampant problems with underage drinking at our event that would merit investigation. Unfortunately local law enforcement does not agree with us. Therefore, you should be aware of Nevada laws on underage drinking. Here are some useful facts:
- It is a misdemeanor to serve alcoholic beverages to anyone under 21 years old in Nevada. The law still applies if the alcohol is gifted as opposed to sold. Theme camps are considered public space and subject to enforcement of this law. (NRS 202.055) In 2001 the Nevada State Supreme Court limited the application of NRS 202.055 to only servers who had actual or constructive knowledge that the person seeking the alcohol was under 21. This means that you must card someone who looks underage. Conversely, if someone looks of age you are not required to card him or her.
- It is a misdemeanor for a minor to consume or possess an alcoholic beverage in a public space (e.g., theme camps, open playa, center camp, etc). (NRS 202.020)
- It is a misdemeanor for a minor to pass him or herself off as being of age. (NRS 202.040)
- Misdemeanors carry the following penalties: Up to 6 months in county jail, and/or a fine up to $1,000. Alternatively, community service may be sentenced in lieu of, or in conjunction with jail time and fines. (NRS 176.087)
- If a minor loiters in a place where alcoholic beverages are consumed (besides a food establishment) then the minor could receive a fine up to $500. (NRS 202.030) Also, if the person in charge of the "tavern" allows the minor to loiter then he or she could be fined up to $500 also. (NRS 202.060)
Enforcement of the laws is either done by carding the person outright, or through undercover sting operations. None of this is new and not terribly different from most other state laws.
But what can you do to #1 Avoid illegally serving minors?, #2 Avoid being cited, or #3 If cited, demonstrate the due diligence against serving minors you used when operating a bar on the playa?
Don't serve anyone without ID, who appears underage.
Ask for ID for anyone who appears underage. Learn to read it properly and determine by the date of birth if the person is old enough to drink.
Post "No Minors Allowed - No Minors Served" signs to discourage minors from committing a misdemeanor by loitering, requesting, or consuming alcohol at your bar.
Do not allow minors to loiter at your bar: ask them to leave.
Confer with a co-server -- get a second opinion -- when a patron appears "youthfully" over 21.
Work together - if you have refused to serve a patron because they do not appear to be of legal age, notify all your bar servers of your decision. There may be undercover operatives working with local law enforcement that attempt to be served more than once.
(NOTE: Federal and local law enforcement priorities differ on one or more of these issue. If you find yourself in an unfortunate encounter please get a badge number and/or name and note what agency you are dealing with. It might come in handy.)
Bottom line: NEVER, NEVER knowingly serve alcohol to a minor! It's illegal and it's not cool.

6. PROMOTE YOUR CAMP/EVENTS ON BMIR
BMIR, Burning Man Information Radio (94.5FM on the playa and
BMIR - Burning Man Radio - 94.5 FM on the playa on the internet) is the best way to let the citizens of Black Rock City know about your theme camp, art installation or events. Now that you know your playa address it's the perfect time to create a promo telling every one all about it. BMIR would LOVE to have them in hand before they leave for the playa so they can start running them on the air ASAP.
BMIR is going to start running theme camp and event promo announcements as soon as you can get them to us. You can tune in to BMIR via the internet and hear about what the playa has in store for you. Many people now stream BMIR on their smartphones during their drive to the playa. We'll be live from the playa starting 8/22 and will be where you want to be listening to find out about the weather, late breaking news you need to know and info on how the city is coming together.
If someone in your camp is an audio whiz they can send us your promos at anytime. Not sure how to record something ahead of time? No worries! J. Kanizzle, BMIR's Production Manager has put together this handy tutorial that shows you how to download and configure Audacity, a free audio recording program. The tutorial then takes you through the basics of creating your very own announcement.

Remember to let people know the basics : what, where and when. Please keep announcements under 60 seconds and send them to us in .mp3 format. Please record at 320kbps.
Can't make the August 21st deadline? You can also put your announcements on a CD or flash drive and hand deliver them to BMIR on the playa. BMIR is located in Center Camp, 5:45 and the Esplanade, right between Ranger HQ and The Department of Mutant Vehicles.
Now if you just can't pull this off, no worries. The BMIR Production Studio will be open every day from 12N to 4PM during the event. You can come in and we will help you record an announcement right on the playa.
