Water holding tank

Hi, just bought a 1977 ambassador airstream a few weeks ago, spur of the moment decision and going to live in it for the next year. I know nothing about them, but have started renovating it with a carpenter to help me. Came across something that looks like a problem, looking under the floor where I presume is the water holding tank is still water surrounding it. Attached is some photos, not great ones, but hope someone knows what is going on... Any advice would be really helpful. Thanks!

Hi....are you saying that there is water on the outside of the water tank.....as in a possible leak. Lets start there.

I'm thinking so, as I said I know nothing about it, but I'm guessing there shouldn't be water surrounding the plastic tank that's there..?

Put some food colored water in your holding tank and see if then water in the belly pan turns that color....I used this method to see which of my waste tanks were leaking....turns out both were...lol.
