No Gas to Water Heater

I just hooked up my LP tank to my 1970 Safari for the first time. I first checked the stove top and all four burners worked fine. I then went to check the water heater and try to light the pilot but I got nothing. So I then unscrewed the flar fitting to the water heater unit and there isnt any gas getting to it at all.

I have a bran new Regulator so I am assuming that line to my water heater is bad for some reason? Could it be anything else?

There should be a shutoff valve for the water heater gas located under the trailer.

If the shut off won't fix it, disconnect the line at the shut off and blow it out with air. Also blow out the line to the tip. There are bugs that get in there and can plug things up also. I don't know how to troubleshoot it but the valve could also be bad and not allowing gas through. Start simple and work your way up.
