Need help, water heater diagnostic

HI, my water heater ignites with a large flame coming out of the big tube, not a nice hissing flame through the small tube. Here is a video of what happens when it ignites.

Are you sure you are not low on propane?
It appears there is very low pressure when the gas valve opens.
Check for a blockage in the burner tube. But it sure looks like a low pressure problem to me.
How do the cook top burners look?
Do you have 2 propane tanks?
Have you tried switching to the opposite tank?
Might be a bad regulator. Or auto switchover valve at the regulator.

Propane full both tanks, cooktop and fridge running normally.

You probably have a spider nest inside the burner tube, which you may have to remove to clean properly with a bottle brush etc.:

We had to do this a few months ago. You will have to remove 1-2 screws, and may be able to just loosen the others, to permit the tube to rotate so you can get inside. On ours the back screw was a pain to get back in, so if you just loosen it that will help. Each installation is different.
