Love the smell of propane

So, I'm brand new to airstream, rvs and most things mechanical. I recently acquired an 85 excella--let the fun begin.
I took it out last weekend and after cooking a little I noticed that the propane tanks smelled very strongly of propane. I turned off the gas and decided to check for leaks at home. I sprayed soapy water on all lines and connections. All lines and connections are fine.
But, this thing (see picture below) where the gas lines come together was pumping out all sorts of gas. It appears to be some sort of release vent.
My question is what is this thing? Should it be letting out gas? Could it be that I have something configured wrong?

One hose comes in from each tank right? Then it is a leaky regulator. Get a new automatic 2 stage regulator it's due. While you are at it get new hoses too.

New regulator, works fantastic. No more leaks. Thanks for the advice.
