Fresh H2O Tank Location

I have a 25'FB and I was curious about the placement of the fresh water tank. Specifically does having a full fresh water tank (39 gals) increase the tongue weight, reduce it or does it remain fairly neutral.

The fresh water tank on that model of Airstream is over the axles so being full should have minimal impact on tongue weight. The grey and black tanks are forward of the axles and if full will have a definite impact on tongue weight.
