2012 Revision to the Constitution


The proposed revision of the Constitution, as mailed to the Unit Presidents on April 1, 2011, will be placed on the agenda for the 2012 Delegates Meeting in Sedalia, MO by the International President.


A number of members of WBCCI, Tom Smithson, Bob Novak, Kerry Mattila, Matt Hackney and others have volunteered to help members and units address any questions regarding the Revision or how to amend the Revision proposal at the Delegates meeting.
It is important that this discussion start as soon as possible to give the membership an opportunity to reflect and discuss the proposed revision prior to the Delegates Meeting
.
Send an email with your unit’s questions and/or amendments, plus contact information, to wbccirevision@gmail.com and a member will respond by phone or email.
It is very likely there will be similar or duplicate amendments from different units. To simplify the job of the Delegates at Sedalia these members are willing to act as a clearinghouse to consolidate amendments and distribute unified proposals to all WBCCI unit presidents.
Their intent is not to question content, but to avoid duplication of proposals and simplify the review at the Delegates Meeting.


Delegates coming to the meeting should be prepared and empowered to use THEIR own judgment and a clear understanding of views of the Unit to be discussed and vote on new issues that will arise at the meeting.


Please forward your questions and amendment proposals to these volunteers as soon as possible so they can keep everyone informed of all proposed amendments and questions well in advance of the Delegates’ meeting.

2012 Constitutional Convention?

Does anyone know if realistic preparations are being made for the 2012 Delegates Meeting to be a credible Constitutional Convention? Because that’s what it’s going to be, regardless of what it’s called.

Let me explain this question to those who have never been to a WBCCI Delegate’s Meeting. In 2011, for example, the 125 or so delegates were crammed together shoulder-to-shoulder in folding chairs in audience-style seating. No table space to spread out any paperwork or for that matter to set down a purse or bottle of water. Roll call votes were taken by workers with wireless microphones who would move from delegate to delegate so their unit’s votes could be heard and repeated by the secretary and tallied on a spreadsheet.

Each vote takes about 20 minutes, not counting any discussion or debate. According to the procedure outlined by the then-International President--before he withdrew his motion to revise the constitution--each of the 18 articles of the proposed revised constitution was to be discussed, debated, revised if necessary, and voted on independently. At 20 minutes per roll call vote, that’s 18 x 20 = 360 minutes = 6 hours just for voting, not including any time for discussion or debate.

Realistically, allowing just one hour for discussion of each article (total 18 hours) plus 6 hours for voting brings us up to a total of 24 hours, or three 8-hour working days, just to discuss and vote on the individual articles. Then the Delegates will still have to vote on the whole package, plus any other issues that come before the Delegate’s Meeting, such as the Motor Home amendment proposed by the 2011 IBT.

The point being that the Delegate’s Meeting is going to occupy most of the 2012 International Rally for the unfortunate Delegates, and it would make sense to plan on more space, facilities, and time for this important meeting than have been provided in the past.

OR, is the essence of the strategy to present the Delegates with a fait accompli and exhort them, Obama Health Care Bill style, to pass it to get it over with and then read it afterwards at their leisure?

Sounds like a well thought out plan to push it through without time or fortitude by the delegates to resist the inevitable bowing to leaderships' desires to pass what they want. It worked for Democrats it will likely work for WBCCI. Personally, I do not think Norm ever really intended to allow it to come to a vote, when he started the diversionary tactic to side track the law suit and threat by a large unit to withdraw membership.

Nuvite-F, you are very correct in the poor format of the meeting.

Another point is the Alternates are parked in the back, if you recall there was a public request that they be seated directly behind the delegate in order to discuss issues.

I think you should send this to IBT, HQ and the Blue Barret to get exposure

Dwight, as a former Revision member and I'll say that all of us on that committee know that is incorrect.

We all had several conference calls with the EC & IBT on that issue and your statement is without basis.

I am not sure a short concise statement could do justice the the effort that has gone into this. I would offer the following page as a means of comparing the current constitution and the revision.

I think it would be fair to say the Revisions address several issues that have caused concern within the membership and attempt to address them.

That's a foolish statement to offer in response to Dwight's comment, or is that the new revision of the old biased application of the code of ethics used against members who speak out? If you don't have anything nice to say while you are being railroaded at least remain flattened, er silent. Please remain prone until the bus comes to a complete stop (over you!) Oh Brother! There's your effective club promotion, just be positive... only be positive, and that in itself solves all the problems in one fall sweep. Seems the club has come full circle and righted itself for the IBT leadership to continue to enjoy absolute power. Dwight and Paul I agree with both of you. Well said. Nuvi, thanks for detailing the logistics of the upcoming meeting and vote. It snaps things into prospective fast.

A Constitution is the foundation on which an organization is built. Ours was designed in an era when WBCCI was growing into a club with tens of thousands of members. That is not the Club that we have today and our Constitution has grown dated
We believe that this proposed Constitution is a workable approach to running the business of WBCCI in a leaner, more efficient and more participative manner. · We are shortening the term of office for region officers and lengthening the term for the International Treasurer and Recording Secretary, for purposes of continuity.

· We are proposing to use direct member voting for election of officers and for future amendments to our Constitution while retaining a deliberative forum for discussing key issues.

· We are giving greater flexibility in setting dates for the International Rally and, since with direct member voting there will be no Delegates, we will have fewer meetings at the rally, allowing more opportunity for Fun, Fellowship and Adventure.

· We are proposing that MALs be given more rights within the Club, such as the right to vote and hold office in Intra-Clubs and at the International level.

· There is a simplified and streamlined process for any future amendments to the Constitution and Standard of Conduct that will be the same for all, no matter where the proposed amendment originates.

· One thing that is new is that WBCCI will be able to use electronic means to do any and all of its business, as may be appropriate. Our current Constitution doesn’t allow that.

This proposed constitution truly is a new document and a new way for WBCCI to conduct its affairs. What we value and want to maintain are the social aspects of our Club.

Nothing that we are proposing will change that.


We have a good workable package that will move this Club forward, that will remove some of the irritants that have caused dissention and that will give us a leaner, more efficient organization. There have been many calls for change in WBCCI.

Well, it’s here and it’s time.

If I read this correctly, it would NOT allow those with a SOB Motorhome to participate as members and attend WBCCI events.

What happened to the proposal to allow this change? Is there a competing propoal?

Arrow New proposed motions amending the Revision

Hi folks, the ball has started to roll.

Three units have sent the team proposed amendments, we are putting them in the proper format and they will go out next week to all unit Presidents and VP for your units review and vote for your delegate.

As I posted elsewhere about 20% of the units may not use or open email, so any member may request a copy please include your WBCCI number in an email request to wbccirevision@gmail.com
