Suggested method for communicating proposed changes? I have a fair number of proposals that I will offer to our delegate. They are essentially the same as those I presented in the Delegates' Meeting last year. I am happy to receive review and input in advance of the rally in Sedalia. Last year, we had to provide a copy at the rally, in advance of the meeting. I believe it will be the same this year. No copy will be provided to the Delegates.

Matt,
Tom S, Kerry M & myself will try and act as central point to get all the proposals and then redistribute them to all unit Presidents and 1st VP's.
We can quick check for duplication by other units that way simplify the process at the meeting.
Do you like that idea?

Great idea. That direction needs to go to the delegates...in advance. Can you get that in the April 1 notification?
I will be happy to send mine. Recognize that there are no official changes proposed until the unit business meeting gives direction to their delegate.

Our Region president states that she received no official document on the Bylaws and that International leadership has stated any revisions that were distributed were not made by the whole committee and not approved by the Committee chairman. Therefore they were unofficial and she decided not to distribute them.

Two different topics. I can't speak to the draft Bylaws.
Revisions - will not be "official" until they are submitted to the Secretary in advance of the Delegates' Meeting in Sedalia. These proposed changes can only come from a credentialled delegate at the rally. These will likely be read by the submitting delegate at the appropriate time during the Delegates' Meeting, but not provided to the other delegates. These proposed changes will discussed and voted on based on discussions.
Each section of the document will be "Perfected" by the Delegates as they discuss and vote on changes with a simple majority required to alter. When all sections have been "Perfected", a vote will be taken on the final document. Passage requires 2/3 of the membership represented. Voting will be based on unit membership.

Matt I believe he's referring the revised Bylaws which are before the IBT.
The Revision (Constitution) will be submitted by Barry H.

There is a central email which will automatically send copies to all the Revision members for questions or your proposed amendments.

Several members of the committee are offering their services to help you address any questions you or your members may have regarding the Revision proposal. Perhaps at your spring Unit meetings where the proposal will be discussed we may be able to join by conference call allowing us to try and address any questions you or your members might have.

Dwight, since you didn't reply I assume you mean region 4,
Your Region president must have been in Du Quoin, to say that the committee chair didn't approve is bazaar it discussed all day and the Bylaws were submitted to the IBT she had to know.
It was not upto the committee chair to approve anything, if your statement is true this should be brought to the Executive Committee attention by you.

Region 4 (and all even numbered Regions) changed officers at DuQuoin. If the Bylaws were discussed in the June IBT, it's possible the current President wasn't given a copy.

ok, but weren't they 1st VP's, they had copies as well.
And they were there?
How could any officer believe that Don S had to approve anything by the Revision committee.
We need better communication in the club.
