Bob Moss explained in detail during the CBL report presented by Don S that basically his committee has nothing to do with the Revision as it not is not an amendment.

He also asked his opinion letter in opposition be withdrawn, but the IP said he asked for it so it shall remain.

The Revised Bylaws and Policy have been filed to the EC and we requested they be expediously be published to the members as soon as the IBT reviews same.

2011 Report of the Special Committee to Revise the Blue Book
WBCCI Executive Committee Meeting
Du Quoin, IL, June 27, 2011


Mr. President: This is the final report of the Special Committee that you established at the July 5, 2010 Executive Committee meeting held in Gillette, Wyoming. The purpose of this Committee was to propose a revision of the Constitution and Bylaws of WBCCI, to remove redundancies, streamline and simplify the documents and to address the many issues regarding WBCCI governance that have arisen in recent years. We worked with the Stevens report, findings of the 2020 Committee, member surveys and direct member input. At the Mid-Winter meetings in Robstown, Texas we presented our interim report, which contained the first complete draft of proposed revisions to the Constitution. In the ensuing months, we have finalized those proposed revisions, answered many questions posed by WBCCI members and made ourselves available as resources to Units and Regions that asked for assistance in understanding the proposal and its implications. Our Committee’s work with the proposed revisions to the Constitution is now finished subject to further revision based upon the upcoming Delegates meeting.

By now, we sincerely hope that all members of WBCCI have had an opportunity to review the proposed revisions to the Constitution. Communications within WBCCI are challenging but are improving. Our goal was to provide members with a workable alternative to the way that WBCCI currently conducts its business and to elicit their views through member discussions at the Units and Regions. The Committee fully supports the decision to defer a vote on the proposed revision until the 2012 Delegates’ meeting thereby allowing the units almost one year for full discussion and better understanding of the proposed Revision and possible amendments thereto. We trust that at the Delegates’ seminar, later this week, Delegates will bring forward any amendments proposed by their Units that they currently have.

The Committee has also taken steps to draft revisions to the Bylaws and Policies. As with the Constitution, under Robert’s Rules these proposals are revisions (i.e. a new set of Bylaws and Policies) and not amendments to the current Bylaws and Policies. This work is not complete and needs additional review and refinement by the IBT. The majority of these revisions can be adopted by the IBT under the current Constitution. Clearly, some Bylaws revisions cannot be fully implemented until the Constitution itself is finalized. Our draft proposed revisions to the Bylaws and Policies are attached to this report. These proposed revisions are based on input from current members and previous reports, to provide more clarity and efficiency and leading to a more member friendly culture. We caution that these draft Bylaw revisions are not fully aligned in all respects with proposed Constitution revisions, as we have anticipated some of the potential amendments that we have been advised will be brought forward at the Delegates’ seminar. We request that the proposed revisions to the Bylaws and Policies be expeditiously reviewed by the IBT, to allow for their distribution at the earliest opportunity for member review and input. In this way, members will be able to see the choices that they face in deciding how this Club will operate into the future.

Mr. President, we make the following recommendations to the Executive Committee:

1. We believe that it is appropriate at this time to pass this initiative on to the IBT for their review and action. It is the IBT where authority for the Bylaws is vested. The IBT should strive to complete these revisions by the Mid-Winter meetings in 2012, so that members will have an adequate period of time to assess the results in conjunction with any further changes/amendments to the proposed constitutional revision.

2. We recommend that for purposes of clarity and user friendliness, that the Constitution, Bylaws and Policies be issued as companion documents, suitably cross-referenced and indexed. We further recommend that the IBT establish an electronic format so that the style and fonts of the documents can be consistent and that the Bylaws document have hyperlinks to the appropriate sections of the Policy document and Constitution to allow for rapid access to related sections. The Electronic Communications Committee may be of invaluable assistance in this regard. In this way, the Blue Book can become a user-friendly, workable reference accessible and understandable to all members.

Mr. President, the members of this Committee commend you and your colleagues on the Executive Committee for your vision and support in initiating revisions to the WBCCI founding documents that are, in the minds of many members, long overdue.

As it should be, the final decisions will be in the hands of the members. Only the members can determine what kind of Club they want for themselves and for the future.

So, do I understand that a present Airstream Trailer owner in 5-10 years cannot buy a Thor Class A to keep Membership? Also Lifetime member is only those that paid hundreds of $$$ for their membership which gives them paid up membership. So a MotorHome owner today that does not have Lifetime membership cannot buy a Class A Thor? This doesn't seem fair does it? Please clarify the change...

The way it reads a (Airstream) trailer or MH owner being a current member that is a Life member (if not must become one) can have a Airstream parent Co product ie:Thor.

The 5-10 year wording is not in there.

To become a life member costs about $1,000-$2500 depending on age I believe.

This year only one life membership was recorded at cost of $1350.

Remember all this is subject to amendment by the delegates, the units vote and then a 2/3 vote in '12

By the way the vote to move this forward was 17-1, unit 1 RP cast a no vote.

All former International Presidents are given a life membership and therefore would be covered by this proposed amendment, including Jim Franklin.

To International President Norm Beu:

I write this to plead with you. While this International Rally is ongoing, you STILL have the POWER/CHANCE to stop this Motorhome dilemma and ensuing lunacy.

Why is it, as ADULTS, a reasonable, rational set of parameters for current Class A Moho owners to trade up to a THOR Coach, and remain as WBCCI member as long as they wish, can't be created without making it one of exclusivity, as 'Lifetime Membership" entitledment. This is YOUR chance to make WBCCI history and a legacy of rational reasoning for your year in office.
President Beu, you know what the general membership has stated regarding this topic, and what would be acceptable/palatable to all.

PLease consider thoughtfully, intelligently, respectfully what IS BEST FOR WBCCI and act now before its TOO late.
Letting this brew for another 12 months to be dealt with by the 2012 Delegates is JUST NOT HEALTHY.
Thankyou for your diligent attention to this matter of extreme urgency during the 2011 WBCCI Interantional Rally

I sat in the room when this was presented and I believe that the proposed motion for motorhomes applied only to current lifetime members who were also a class a moho owner. it was not open to any and everybody who wanted a thor product.
I believe that this may have been the compromise we have been hearing about. And if it is in fact the case, I could support this - but only for current lifetime members who are also moho owners, nothing more.

Is the current practice in the current bylaws? Is the practice prohibited in the new bylaws or just silent. Current non profit laws should contain a "nothing for the member's own benefit" provision now.

I don't believe it is something for the member's own benefit, since it is given by the IBT on behalf of the club not by the member to themselves.

What part of that is the compromise? This allows PIPs and leadership to change the constitution to allow a very few to supercede the tenets of club membership, while it restricts all others from the same privilege and subjects them to a different standard. I guess that is a compromised solution.

I know what the general membership has stated, twice: NO. That was the response to throwing open membership to Thor motor home owners without restriction.

What, in your opinion, would be "acceptable/palatable to all."
