No but they count the units membership as of that date.

Let us hold the bums to this when it come to the vote on the vote on the MOHO issue. They put it in writing so it must be true. An abstention is a NO VOTE. Unfortunately that may work against us on the Revision issue

There may be some gamesmanship going on here Barry. Is it 2/3 of the units counted as a unit or 2/3s of the membership counted as individual members. Has the WBCCI adopted a "Constitutional Convention" system of voting. Looking at some of the results units have posted here for the MOHO issue there is a potentially significant difference here and the question should be answered before the vote.

Rick please work at finding an alternate delegate because I believe your unit is for the Revision. I hope those other unit that are not sending a delegate will also work at finding an alternate. You have had 2 offers here so it should not be a hardship to find one.

The DenCo motion and the MH motion are covered by two different sections in the Constitution, and different rules apply. The DenCo motion needed 2/3 of all the units in the club to vote yes, with each unit having 1 vote. The magic number was around 82 units to pass.

The MH motion is going to the delegates which means it needs 2/3 of the members represented by the present delegates and voting. My interpretation of the "and voting" is that any abstentions are counted as "not voting" and not used in the 2/3 calculation.

Is there a difference between an abstention and just not bothering to vote?. by an abstention I mean a stated
intention to not vote on an issue Not bothering to vote seems to be a major problem, especially with mail votes

They (not voting) are counted, here is an example.

50 members in XYZ Unit and 28 are at a regular meeting properly called and the quorum is met and a vote was 20 for and 8 opposed on a given question, the percentage is 71% for and 29% opposed. At the Delegates meeting the June 1Unit membership totals 50, that Unit vote would be 35.5 for and 14.5 opposed.

Therefore the 22 not voting are distributed accordingly.
