It depends. If they truely retire from the club, their number is usually held two years before it is reissued just in case they decide to rejoin. Then it is put back in the pool to be reassigned to someone new. You can call WBCCI and see if the number on your trailer is available, if not, whether it has been reassigned or dormant.
If the previous owner just sold their trailer but bought another one and is still in the club, then they keep their membership number. The membership number is per the member, not the trailer...a member may own multple trailers and they should all have the same mebership number on them, unless they purchase multiple memberships each year.
